The United States and Russia are expected to announce a deal on ending Syria’s civil war today following a potential meeting between President Donald Trump and President Vladimir Putin on the margins of the Asia-Pacific Economic Cooperation summit in Vietnam. The three elements of the agreement reportedly include expanding the “de-confliction” mechanism to avoid conflict between the United States and Russia, reducing the level of violence and re-energizing UN-backed peace talks. The United States and Russia announced a de-escalation zone in southwest Syria after the last meeting between Trump and Putin in July. Despite the potential agreement, the two countries are still sparring over the Bashar al-Assad regime’s documented use of sarin gas in April. Kenneth Ward, the US permanent representative to the Organization for the Prohibition of Chemical Weapons, on Thursday accused Russia of “denying the truth” of a UN report faulting the regime for the attack.
