Russia and Turkey struck a deal on Monday to avert a looming Syrian regime assault on the last rebel stronghold in Idlib. The deal calls for the creation of a demilitarized buffer zone between government forces and rebels by Oct. 15. Under the deal, reached following a meeting in Sochi between President Vladimir Putin and his Turkish counterpart Recep Tayyip Erdogan, Russia and Turkey will jointly patrol the buffer zone. According to Putin, the deal requires rebel groups to pull out their heavy weaponry while “radically minded rebels” like the al-Qaeda-linked Hayat Tahrir al-Sham must withdraw from Idlib.
